I used municipal compost to cover the paper/cardboard layer. The county landfill composts all yard and garden waste (and road crew trimmings, I imagine) and makes the resulting compost available to anyone willing to haul it away. If memory serves, I had most of a pickup truckload available, and I wish I’d had twice as much.
